PART B: SECTION 8. MANAGEMENT

a. The establishment, ownership and operation of community radio should be determined by the needs of the community in order to guarantee ownership
b. The board management of community radio stations must reflect the diversity of the community, however defined.
c. Editorial policy of community radio must reflect the diverse needs of its owner and host community
d. Editorial content in news and programming must be non-partisan; as such it must give coverage to all political, ethnic, religious views and tendencies
e. Management of community radio should be based on principles of sound financial management such as transparency and accountability
f. Community radio must take cognizance of the political, religious and ethnic sensibilities of their operating environments
g. Community radio operators must not yield their platform to political party, religious and other vested interests
h. Networking among community radio stations should be encouraged so as to promote the sharing of common and material resources as well as use of standard and common broadcast equipment.
i. The personnel of community radio should be mainly
internally sourced (from within the community)
j. The ownership management and operators of community
radio should reflect the culture, interests and aspirations
of the community establishing it for the promotion of
of community dialogue and popular participation in the
development process.
